Regulations for Solicitors

Certificate of Registration:
Every person desiring to engage in "soliciting" is required to complete an application for a certificate of registration. This is not applicable to persons under the age of sixteen (16).
Application for Certificate of Registration:
No certificate of registration shall be issued to any person who has been convicted of the commission of a felony under the laws of the State or any other state or Federal laws of the United States, within five (5) years of the date of the application.
A fee of one hundred dollars ($100.00) per certificate is required. No fees shall be required by solicitors seeking to obtain subscriptions to books, magazines, newspapers, periodicals or other publications or to solicitors for charities, civic organizations, governmental bodies or political candidates.
All door-to-door solicitors must wear a City issued identification badge.
Notices Regulating Soliciting:
Any residence desiring to refuse invitation to solicitors shall exhibit a notice, approximately three inches by four inches (3" x 4") in size, upon or near the main entrance door to the residence. The notice shall contain the applicable words, NO SOLICITORS INVITED.
Uninvited Soliciting Prohibited:
It is unlawful and shall constitute a nuisance for any person to go upon any premises to engage in soliciting, in defiance of a posted NO SOLICITORS INVITED notice exhibited at the residence.
Time Limit On Soliciting:
It is unlawful and shall constitute a nuisance for any person, registered or not, to engage in solicitation prior to nine o'clock (9:00) A.M. or after seven o'clock (7:00) P.M. of any weekday, or at any time on a Sunday or on a State or national holiday.
Charitable Solicitations on Streets:
Charitable solicitations on streets or roads within the City are hereby permitted subject to the provisions of Public Act 81-291. All of the provisions of said Public Act 81-29 regarding the regulation of persons soliciting on highways, streets and roadways are hereby incorporated by reference and are found to be specifically applicable to any and all charitable solicitors in the City.
Violations of Regulations:
Any person violating any of the provisions of these regulations shall, upon conviction, be fined in an amount not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00) for each such offense.
